The Directorate of Medical Education and Training, Odisha plays a pivotal role in regulating and overseeing medical and allied health education across the state. As part of its commitment to ensuring quality nursing education, DMET conducts centralized counseling for admission into various GNM, ANM, B.Sc. Nursing, Post Basic B.Sc. Nursing, and M.Sc. Nursing courses offered by government and private institutions in Odisha. The counseling process is transparent, merit-based, and designed to provide equal opportunities to aspiring nursing candidates. ELIGIBILITY
B.Sc. Nursing: Candidates must be at least 17 years of age as on 31.12.2025, i.e., they should have been born on or before 31.12.2008. Applicants must have passed 10+2 or an equivalent examination with Science or Vocational stream (Physics, Chemistry and Biology) from CHSE Odisha or any other recognized Board/Council/University; candidates who have passed 10+2 in Science (Physics, Chemistry and Biology) through the National Institute of Open Schooling (NIOS) are also eligible. Candidates must have passed Physics, Chemistry, Biology and English as individual subjects and secured a minimum of 45% aggregate marks in PCB at the qualifying examination, while SC/ST candidates require a minimum of 40% aggregate marks in PCB. English is a compulsory subject in 10+2 for eligibility to the B.Sc. Nursing course. Candidates applying under the State quota must have passed Odia up to the minimum M.E. standard and be domicile/permanent residents/natives of Odisha. Both female and male candidates are eligible to apply. All candidates must be medically fit for the course and submit a medical fitness certificate in the prescribed format (Annexure-V).
Post Basic BSc. Nursing: Candidates applying through Government counseling/State quota must be domicile/permanent residents/natives of Odisha and must have passed Odia up to the minimum M.E. standard. Applicants must be Registered Nurses and Registered Midwives, holding a valid registration certificate issued by the Odisha Nurses and Midwives Registration Council (ONMRC) or an equivalent registration from any other State Nursing Council, which must be issued on or before the last date of submission of the application form. The minimum educational qualification required is passing the General Nursing & Midwifery (GNM) examination conducted by ON&MEB Odisha or an equivalent authority. Candidates registered with other State Nursing Councils are eligible to participate in the State selection process; however, after admission, they must obtain reciprocal registration with ONMRC and submit the certificate to the concerned college within three months from the last date of admission, failing which appropriate action will be taken by the State Nursing Selection Committee, Odisha. All candidates must be medically fit for the course and submit a medical fitness certificate in the prescribed format (Annexure-V). In-service candidates must produce a No Objection Certificate (NOC) from the competent appointing authority; if the NOC is not available by the last date of online application, a copy of the application submitted for NOC (as per Annexure-VIII) may be uploaded, but failure to produce the NOC at the time of reporting will result in cancellation of admission and the seat being treated as vacant for special round counseling. Both male and female candidates are eligible to apply.
M.Sc. Nursing: Candidates applying under Government counseling/State quota must be domicile/permanent residents/natives of Odisha and must have passed Odia up to the minimum M.E. standard. Applicants must be Registered Nurses and Registered Midwives, holding valid registration with the Odisha Nurses and Midwives Registration Council (ONMRC) or an equivalent registration from any other State Nursing Council. The minimum educational qualification is B.Sc. Nursing or Post Basic B.Sc. Nursing with at least 55% aggregate marks from an institution recognized by INC/ONMRC; for SC/ST candidates, the minimum required aggregate is 50%. Candidates registered with other State Nursing Councils are eligible to participate; however, after admission they must obtain reciprocal registration with ONMRC and submit the certificate to the concerned college within three months from the last date of admission, failing which appropriate action will be taken by the State Nursing Selection Committee, Odisha. Applicants must have a minimum of one year of work experience, either after Basic B.Sc. Nursing or before/after Post Basic B.Sc. Nursing, counted from the date of joining after RN & RM registration up to the last date of submission of the application. Eligible experience includes clinical service as a Staff Nurse in Government, Government Undertaking, Public Sector Undertaking, Government-empanelled or referral hospitals (Government or Private), ESI hospitals approved by the State or Central Government, or teaching experience as Tutor/Clinical Instructor in INC/ONMRC-recognized nursing institutions; all experience certificates will be verified by the District-level Nodal Selection Committee for authenticity. All candidates must be medically fit and submit a medical fitness certificate in the prescribed format (Annexure-V). Both female and male candidates are eligible. GENERAL INFORMATION: The Application Form and Prospectus for admission to various Nursing courses for the academic session 2025–26 are available on the official websites of the Directorate of Medical Education and Training (DMET), Odisha at www.dmetodisha.gov.in and https://dohodisha.nic.in. Applications are invited for admission to different nursing courses in all ONMRC-recognized Government and Private institutions across the State of Odisha. Eligible candidates may apply online by paying the prescribed application fee as detailed in Annexure-VII through Net Banking, Debit/Credit Card, UPI, or other available payment modes. The facility for online application submission is also available at nearby centers such as Common Service Centres (CSC) at the Gram Panchayat level, Community Health Centres (CHC) at the Block level, and CDM & PHO offices at the District level. For any assistance, candidates may contact Mobile No. 9439999773 on working days during official hours (10:00 AM to 5:30 PM). Counseling and admissions shall be conducted centrally by the State Nursing Selection Committee for all seats in Government institutions and 85% of seats in Government-recognized Private institutions; any seats remaining unfilled from this 85% during central counseling shall be deemed surrendered to the respective private institutions, which will fill the 15% management quota seats and the surrendered seats by the prescribed cutoff date. APPLICATION AND ADMISSION PROCEDURE: Eligible candidates may apply online for the Nursing Courses by submitting the appropriate application form available on the official website https://dohodisha.nic.in on or before 15.07.2025 up to 11:59 PM. Applicants must deposit the prescribed application fee as detailed in the Fees Section (Annexure-VII), excluding applicable bank charges, after logging in with their Registration Number and Password, using Net Banking, Debit/Credit Card, UPI, or other available payment modes. Bank charges, which vary by payment mode, shall be borne by the candidate. The application fee once paid is non-refundable under any circumstances. To avoid last-minute congestion or unforeseen technical issues, candidates are strongly advised to complete the online application and payment well before the closing date.
e-APPLICATION PROCEDURE:
Step 1 – Online Registration:
Step – 2 Filling up of online Application form: Candidates must fill in all required details in the application form, including personal details, address details, choice of Nodal Centre, academic details, and service details (for in-service candidates). After completing the form, applicants must pay the prescribed non-refundable application fee as specified in Annexure-VII by logging in with their Registration Number and Password and making payment through Net Banking, Debit/Credit Card, UPI, or other available payment modes; failure to complete the payment will result in rejection of the application. Candidates are required to carefully verify all personal and other details with supporting documentary evidence before final submission, as the Selection Committee shall not be responsible for any errors, omissions, or incorrect information, and any consequences arising thereafter shall be borne by the candidate. Applications submitted through Help Centres such as CSC, CHC, CDM, and PHO Offices will be provided with a printed copy of the submitted application form, duly signed by both the candidate and the Officer-in-Charge of the centre, while a second copy will be retained for official records.

| Note: - A candidate can apply for multiple courses (ANM & GNM) in a single Registration Number but eligible for one allotment. The candidate may float the choice and wait for another round, but needs to pay the part course fee within the stipulated time after getting allotment on the said round on any course. In case the candidate fails to produce any original documents as per the prospectus at the time of reporting, her/his name will be deleted from the admission list. If any Candidate is found to have furnished false information or certificate or is found to have withheld or concealed any material information in his/her application, he /she will be debarred from admission process. If in-eligibility of the candidate is detected at any stage during the publication of merit list / counseling/ after admission, his / her candidature or admission will be cancelled without any notice. | |
Step – 3 - Document verification online at Nodal center: Document verification shall be considered incomplete if a candidate fails to upload all the requisite documents. Uploaded documents will be verified online at the respective Nodal Centres, and candidates are not required to report physically to the Nodal Centre for this purpose. In case any discrepancy is noticed during online verification, the Convener of the Nodal Centre will contact the candidate on the registered contact number; therefore, candidates are advised to keep their mobile phones switched on throughout the document verification period. At the time of reporting to the allotted institution, candidates must produce all original documents, including the original payment receipt, original College Leaving Certificate/Transfer Certificate, original Character/Conduct Certificate issued by the Head of the Institution last attended, and, where applicable, a marriage declaration in the prescribed format for married candidates, for final verification by the concerned institution.
Step – 4- Publication of provisional merit list: The Provisional Merit list will be prepared after the verification of documents at the Nodal centers. There will two separate merit list (state quota and outside state quota) for the four Nursing courses i.e., Basic B.Sc. Nursing, Post Basic B.Sc. Nursing, M.Sc. Nursing and Post Basic Diploma Nursing. The outside-state quota candidates will be eligible for admission only against the unfilled seats under the management quota in private institutions.
Step – 5- Online choice filing and locking: Candidates must fill their choices of institutions through their Applicant Login ID and are advised to carefully review the fee structure and seat matrix of the available seats while exercising their options. Institution details, including approved intake capacity, can be verified on the official websites of the Directorate of Medical Education and Training, Odisha (www.dmetodisha.gov.in – ONMRC section) and https://dohodisha.nic.in. Applicants should arrange their choices in strict order of preference, selecting as many institutions as possible to improve the chances of seat allotment, with the most preferred institution placed first, followed by others in descending order of preference. Candidates are permitted to add, delete, modify, or re-order choices (using move/swap options) multiple times until they finally lock their choices using the OTP (One Time Password). After successful choice filling and locking, candidates should click on “Print Locked Choice” to obtain a printout of the Choice Slip for personal reference, which need not be shared with others. Candidates are strongly advised to fill the maximum number of choices and ensure that final choice filling and locking are completed within the stipulated timeline; failure to fill and lock choices before the last date will result in no seat being allotted.
Step – 6- Publication of Allotment list and deposit of part course fee: Seat allotment shall be made on the basis of the best fitment of the candidate’s rank and applicable category/reservation. The seat allotment results will be published on the official website https://dohodisha.nic.in, and SMS alerts regarding seat allotment will be sent to the candidates’ registered mobile numbers.
1st round seat allotment and deposit of fees: Candidates who are allotted seats in the 1st round and wish to continue in the counseling process must deposit the prescribed Part Course Fee as specified in Annexure-VII, excluding applicable bank charges, by logging in with their Registration Number and Password and making payment through Net Banking, Debit/Credit Card, UPI, or other available payment modes; candidates are advised to complete payment well before the last date to avoid last-minute difficulties. After payment, candidates who accept the allotted institution must select the “Freeze” option and download the Intimation Letter from their applicant login, while those seeking up-gradation should select the “Float” option to remain eligible for subsequent rounds of counseling. Failure to deposit the Part Course Fee within the scheduled time will result in cancellation of the allotment, and the seat will be treated as vacant for the next round. The counseling follows an option-based up-gradation system, wherein candidates may be promoted to higher-preference choices in subsequent rounds based on the options exercised; therefore, choices should be filled carefully with preferred institutions placed higher, as once the Freeze or Float option is exercised in any round, it cannot be changed under any circumstances. Candidates who leave the course after admission but before completion of counseling shall receive a 90% refund of deposited fees, with 10% retained as processing charges, whereas no refund will be allowed if the candidate leaves after completion of counseling and admission; the remaining course fee must be paid at the time of reporting/admission to the allotted institution. Unfilled seats in GCH/PwD/Ex-Servicemen categories shall be filled by candidates of the respective categories, and vacant SC/ST seats shall be filled by General category candidates. Candidates not allotted any seat in the 1st round need not take any action and should wait for the 2nd and 3rd rounds of allotment, and no candidate should report to the allotted institution at this 1st stage based solely on this allotment.
Option for Float (up gradation) or Freeze (no up gradation) of allotted seat :
The candidates who satisfied with the allotment will approach directly to the institutions and those who want to upgrade and participation in the subsequent Rounds shall apply online.
A candidate who is satisfied with their 1st round allotment and does not wish to seek up-gradation should select the “Freeze” option. If a candidate is not satisfied with the allotted institution and wishes to participate in the 2nd and 3rd round allotments for up-gradation, they must select the “Float” option. Candidates may choose either Freeze (to retain the current allotment) or Float (to remain in the up-gradation process); however, the Freeze option is not permitted in subsequent rounds. For example, a candidate who opts for Freeze in the 1st round will not be considered in the 2nd and 3rd rounds, and similarly, a candidate who freezes in the 2nd round will not be eligible for the 3rd round. Once Freeze or Float is confirmed in the system, it cannot be changed. After satisfaction with the allotment and payment of Part Course Fees, no further payments are required in subsequent rounds; candidates who opted for Float need only follow the up-gradation process, while those who froze must wait until reporting at the allotted institution. If a candidate completes the payment but fails to select Freeze or Float within the stipulated time, their application will be treated as Float by default. Candidates are advised not to report to the allotted institution at this stage based solely on the 1st round allotment.
Step – 7 -2nd round seat allotment and deposit of fees : The 2nd Round Seat Allotment will be published on the official website https://dohodisha.nic.in as per the scheduled date and time, and candidates will also be intimated via SMS on their registered mobile numbers. All candidates who opted for the Float option after the 1st Round Allotment are considered In-Process Candidates and are eligible for the next final seat allotment through the up-gradation process. Such candidates may either receive a seat at a higher-preference choice or retain their previously allotted seat, and no additional payment is required. Candidates who are satisfied with their 2nd round allotment and do not wish to participate in further up-gradation must select the Freeze option within the scheduled timeline. Those who wish to continue in the up-gradation process need only follow the procedure for up-gradation and do not need to report to the Nodal Centre. Newly allotted candidates must complete the prescribed steps to remain eligible for the final round of seat allotment; failure to do so will result in their seats being treated as vacant. Candidates who are not allotted any seat in the 2nd round need not take any action and should wait for the 3rd round allotment. If a candidate makes the payment but fails to select Freeze or Float within the stipulated time, their application will be treated as Float by default. Candidates are advised not to report to the allotted institution at this stage based solely on the 2nd round allotment.
Step – 8- 3rd round seat allotment : The final seat allotment will be published on the official website https://dohodisha.nic.in as per the scheduled date and time, and candidates will also be notified via SMS on their registered mobile numbers. This is the last and final round of allotment, where all candidates in the up-gradation (Float) or no up-gradation (Freeze) process, along with some newly allotted candidates, will receive their final seat allotment. If a candidate made the payment but did not select Freeze or Float within the stipulated time, their application will be treated as Freeze by default. All finally allotted candidates (except newly allotted candidates) must report to their allotted institution with the final allotment letter, part course fee deposit slip, and all other requisite documents. Newly allotted candidates must follow the prescribed procedure for deposition of part course fee as per step-6. Upon completion of the 3rd round allotment, all candidates are required to report to their respective institutions for admission within the scheduled dates, along with the intimation letter and all supporting documents.
Step – 9- Special round seat allotment and deposit of fees: The Special Round Counseling is conducted only to fill vacant seats in Government institutions. Eligible merit-listed candidates who have submitted their choices earlier can participate, whereas candidates who have already been admitted to an institution as per their 1st preference are not eligible. In this round, all vacant Government seats will be treated as UR/General seats, and no reservations will apply. Candidates wishing to participate must select the “Consent for Special Round” option on their applicant login page; failure to do so within the stipulated time will be considered as non-interest in this round. Once the choice is exercised, it cannot be changed, and consent for up-gradation is final, meaning only up-gradation will be considered (e.g., a candidate allotted their 2nd choice in a previous round may be upgraded to their 1st choice, if available). Candidates are advised to exercise this option carefully, as any allotment in the Special Round will automatically cancel previous round allotment and admission. Those who have already paid the Part Course Fee in earlier rounds are not required to pay again; however, candidates allotted for the first time must pay the Part Course Fee. In cases where a candidate is upgraded from a previously admitted Private Institution to a Government Institution, the Principal of the Private Institution will refund the differential fee as applicable.
