The Directorate of Medical Education & Research (DMER), Government of Haryana, is the state authority responsible for the regulation, development, and supervision of medical and allied health education in Haryana. Established as a separate directorate on 8 January 2009 and later constituted as an independent department on 4 September 2014, DMER functions under the administrative control of the Administrative Secretary, Department of Health & Medical Education, Government of Haryana. Its primary objective is to ensure high-quality medical and paramedical education and to promote research activities across the state. In furtherance of this objective, the Governor of Haryana is pleased to notify the admission procedure for Nursing, Physiotherapy, and Paramedical courses for the Academic Session 2025–26. This procedure shall govern admissions to the Undergraduate and Postgraduate courses offered in Government and Private institutions situated in the State of Haryana and affiliated with Pt. B.D. Sharma University of Health Sciences (UHS), Rohtak.

Eligibility Criteria:
B.Sc. Nursing:- The candidate seeking admission must have attained the minimum age of 17 years on or before 31.12.2025. The candidate must have passed the Senior School Certificate Examination (10+2) conducted by the Board of School Education, Haryana, or any other Board recognized by the Central Government or any State Government, with Physics, Chemistry, Biology, and English (Core or Elective) as subjects. The candidate must have secured at least 45% aggregate marks (40% for SC/BC/PWBD categories) in Physics, Chemistry, Biology, and English (PCB & E) taken together, and must have obtained pass marks separately in each of these subjects.
PB B.Sc. Nursing:- The candidate must have passed the Senior School Certificate Examination (10+2) conducted by the Board of School Education, Haryana, or any other Board recognized by the Central Government or any State Government. Candidates who completed Matriculation or 10+1 on or before 1986 shall also be eligible for admission. Additionally, the candidate must have passed the General Nursing and Midwifery (GNM) examination and must be registered as a GNM with any State Nursing Council.
M.Sc. Nursing:- The candidate must have passed B.Sc. Nursing, B.Sc. (Honours) Nursing, or Post Basic B.Sc. Nursing with a minimum of 55% aggregate marks (50% in case of SC/BC/PWBD candidates). The candidate must be a Registered Nurse or equivalent with any State Nursing Registration Council. Additionally, the candidate must have a minimum of one year of work experience in a hospital attached to a recognized Medical College or a registered hospital (registered with the State Government) having at least 100 beds, or one year of teaching experience in a Nursing College affiliated with any Central or State University. The required work experience shall be calculated from the date of registration with the respective Parent Council up to the last date of submission of the application form. Experience obtained either before or after completion of Post Basic B.Sc. Nursing shall be considered.
Procedure for Admission: Admissions under the above-stated categories shall be made on the basis of the Common Entrance Test (CET-2025) conducted by Pt. B.D. Sharma University of Health Sciences, Rohtak. The schedule for counselling, admissions, and commencement of classes shall be in accordance with the timelines prescribed by the Indian Nursing Council, State Government, Haryana Nurses & Nurse Midwives Council, Haryana State Council of Physiotherapy, and Pt. B.D. Sharma UHS, Rohtak, as applicable. The inter se merit of candidates, including in-service candidates, shall be determined strictly on the basis of merit obtained in the CET-2025, subject to fulfilment of the prescribed minimum eligibility criteria. Admissions shall be conducted through Online Centralized Counselling from the list of registered candidates on the admission web portal, based on CET merit. The choice of course/institution exercised by the candidate on the online portal shall be treated as final and no change shall be permitted thereafter. Allotment of course/institute shall be made strictly in order of merit and preference filled by the candidate. Personal appearance of the candidate with all original documents at the time of reporting to the Admission Committee is mandatory; attested photocopies shall not be accepted for admission purposes. All admissions shall be provisional and subject to verification of eligibility based on original documents. Provisional online allotment of a seat/institute shall not confer any legal right and shall be confirmed only after document verification within the notified period. The Admission Committee shall be responsible for supervision of the admission web portal, conduct of counselling, document verification, seat allocation, and resolution of related disputes in accordance with prevailing rules and regulations. The Director General, Medical Education and Research, Haryana, shall act as the Appellate Authority for decisions taken by the Admission Committee, and appeals may be submitted along with a copy of the decision to the Directorate of Medical Education & Research, Haryana, Panchkula. The final number of seats in each course/institute under each category shall be available on the official websites of Pt. B.D. Sharma UHS, Rohtak and DMER, Haryana, as well as on the admission web portal.
Admission to NRI Category (NRIs/PIOs/OCIs/Foreign Nationals): All admissions under NRI category seats shall be as per merit of CET-2025. Only CET qualified candidates shall be eligible under NRI category. PIOs, OCIs and Foreign Nationals who are CET qualified can also apply under the NRI category, however for admission under NRI quota Foreign Nationals shall be considered only for any vacant seat left after exhausting the list of NRIs/PIOs/OCIs.

Eligibility Criteria:
GNM Nursing: Candidates must have passed 10+2 with English and secured a minimum of 40% marks in the qualifying examination, including passing marks in English individually, from any recognized board. Candidates who have completed 10+2 through a State Open School recognized by the State Government or the National Institute of Open Schooling (NIOS) recognized by the Central Government are also eligible. Additionally, candidates who have passed 10+2 with English securing at least 40% marks in the Vocational ANM course from a school recognized by the Indian Nursing Council (INC), or 10+2 with English securing 40% marks in the Vocational Stream – Health Care Science from CBSE/Central Government, are eligible. Registered ANMs with pass marks are also eligible to apply.
Procedure for Admission: The schedule for counselling, admissions, and commencement of classes shall strictly adhere to the timelines prescribed by the Indian Nursing Council, the State Government, and the Haryana Nurses & Nurse Midwives Council (HN&NMC). Admissions shall be conducted through Online Centralized Counselling based on the merit of the qualifying examination from among the registered candidates on the designated web portal. Preference in merit shall be given to candidates who have studied Science subjects in the qualifying examination, and only after exhausting such candidates shall others be considered. In case of a tie in merit, the inter-se ranking shall be determined by higher marks in Biology (where applicable), followed by higher aggregate marks in Physics, Chemistry, and Biology, then by seniority in age, and finally in alphabetical order. The choice of course/institution filled by the candidate on the online portal shall be treated as final, and seat allotment shall be made strictly as per merit and the preferences exercised. Candidates must report in person to the allotted institute with all original documents for verification; attested photocopies shall not be accepted. All admissions shall remain provisional until verification of eligibility by the Principal of the concerned institute, who shall be responsible for checking the original documents. Online provisional allotment shall not confer any legal right to the seat, which shall be confirmed only after document verification within the stipulated period. Vacant seats after the first round shall be filled in the second round, and any remaining vacancies thereafter shall be filled through mop-up/stray rounds up to the last date of counselling strictly on merit. Institutes must confirm admissions online on the web portal, and failure to admit allotted candidates who report for admission shall attract penal action under the Haryana Private Health Sciences Educational Institutions (Regulation of Admissions, Maintenance of Educational Standards and Fixation of Fee) Act, 2012. The non-refundable Registration-cum-Counselling Fee shall be Rs. 1000/- for Unreserved category candidates and Rs. 750/- for SC/BC-A/BC-B/PwBD/FF/ESM/EWS category candidates of Haryana domicile only. The Registrar, HN&NMC, shall supervise the admission web portal, conduct counselling, and allocate seats in accordance with this notification, and the Director, Medical Education & Research, Haryana, shall be the final appellate authority in all admission-related disputes; appeals may be submitted on plain paper along with a copy of the decision of HN&NMC/concerned institute via email to [email protected]. The same counselling procedure applicable to State Quota seats in Government and Private Nursing/MPHW(M) schools shall also apply to Management Category seats as per eligibility criteria. Fresh registration shall be permitted for participation in the second and mop-up rounds; however, candidates who have already secured admission in any round shall not be eligible to participate in subsequent rounds. Candidates seeking the benefit of Post Matric Scholarship must upload original documents at the time of verification, including Caste Certificate, Aadhaar Card, Bank Account details with IFSC Code, and Parivar Pehchan Patra (if applicable).
