B.Sc. Nursing: The B.Sc. Nursing Eligibility Criteria in Uttarakhand (through admission conducted by Hemwati Nandan Bahuguna Medical Education University) require candidates to have passed 10+2 or equivalent with Physics, Chemistry, Biology, and English as compulsory subjects, securing at least 45–50% aggregate marks in PCB for General category and around 40% for reserved categories as per government norms. Applicants must be minimum 17 years of age as on 31 December of the admission year, must have passed English individually, be medically fit, and fulfill domicile and reservation rules prescribed by the Uttarakhand government; admission is generally based on the state B.Sc. Nursing entrance examination followed by merit list and counseling.
GNM Nursing: The GNM (General Nursing and Midwifery) Eligibility Criteria in Uttarakhand (admissions conducted by Hemwati Nandan Bahuguna Medical Education University) require candidates to have passed 10+2 or equivalent in any stream (Science, Arts, or Commerce) with English as a compulsory subject, generally securing at least 40% aggregate marks (with relaxation for reserved categories as per government rules). Fee details for State Quota seats, along with college contact information, are also available on separate links on the university website, and candidates are advised to verify complete information regarding tuition fees, other charges, and admission procedures directly from the respective colleges before making their choices. Candidates included in the merit list must complete online counselling registration and lock their college-wise preferences within the specified timeline for each counselling stage, as seat allotment will be based on the information provided in the online application form. At the time of admission to the allotted institute, candidates must present all original mark sheets, certificates, and eligibility documents related to the State Quota seat; failure to do so will result in denial of admission. If a candidate does not meet the prescribed eligibility criteria for the concerned course, the admission will be cancelled by the institute, which is responsible for verifying eligibility in accordance with the standards of the relevant regulatory authority before granting admission. In case of any doubt regarding a candidate’s eligibility, the Principal of the institution may contact the Controller of Examinations at the university for clarification, guidance, and necessary information.
Rules for refund of fees deposited after admission: If a candidate leaves the seat after being admitted to the allotted institute after seat allotment by the Counselling Board (either by voluntarily leaving the seat or in case the institute is upgraded (changed) by the Board in the next counselling round), then in this case, the tuition fee deposited by him/her in the concerned institute will be refunded by the concerned institute after deduction of a maximum of Rs. 2000/- only. Apart from this, the actual fee amount for the services availed by him/her in the concerned institute (such as hostel, mess etc.) will also be deducted from the fee deposited by him/her for this purpose. However, he/she will not be allowed to leave the seat after the last date fixed by the Indian Nursing Council for admission.
Admission process for students allotted seats for the first time:- Students who will take admission for the first time on the allotted seat will also have to take the above mentioned action for admission.
Admission process for students allotted seats for the second time:- Students who are allotted a new seat in the second counselling round due to upgradation from their first-round admitted institute must first download and print their Allotment Letter from the official website of Hemwati Nandan Bahuguna Uttarakhand Medical Education University, then personally visit their previously admitted institute to collect all original documents and obtain a college-level upgradation certificate issued by the Principal or competent authority. After this, they must complete the remaining admission formalities within the prescribed time by appearing in person at the newly allotted institute with the original documents and proof of any advance fee already paid. Candidates whose seat is upgraded within the same institute due to a category change (horizontal/vertical) must submit the downloaded Allotment Letter at the institute within the specified timeline to complete admission formalities. Those whose seats are not upgraded in the second round are not required to take any action, and their earlier admission will remain valid. All other admission terms and conditions will remain as stated in the Information Bulletin, and candidates are advised to read it carefully. Counselling and admission updates will continue to be published on the university website, no separate call letters will be issued, and candidates should regularly visit the website for the latest information.
1st Round: Allotment of course and college for admission to state quota seats of Nursing/Paramedical courses of Government/Private institutions affiliated to the University will be done through course-wise online counselling on the basis of merit of Uttarakhand Nursing/Paramedical Entrance Examination-2025. For admission in state quota seats of ANM / GNM / B.Sc. Nursing / M.Sc. Nursing / NPCC / Post Basic B.Sc. Nursing and B.Sc. and M.Sc. Paramedical courses through state level counselling, the concerned candidate will be able to apply only for those course(s) for which he/she has appeared/passed the state level written entrance examination.

7. The candidate will be included in the counselling process of the course(s) for which he/she has given the written entrance examination, for which it will be mandatory for the candidate to register in the concerned course(s) by depositing the counselling registration amount as prescribed above (separate registration for each course). Only those candidates registered as per the procedure prescribed for course-wise counselling will be considered eligible for seat allotment through counselling of the concerned course(s).
8. The registration fee is non-refundable. Therefore, each candidate is advised to carefully review the information brochure before registering for counseling and ensure their eligibility. The registration fee, once paid, is non-refundable under any circumstances.
9. After submitting the registration fee, candidates must fill in all the required information while applying online, upload scanned PDF copies of the required documents, and lock their institution-wise seat choices in order of preference. Candidates should then take a printout and keep it safe.
10. Once the seat is allotted by the Counselling Board, the allotted seat will not be changed in that particular counselling phase.
11. Candidates are advised to lock their choices only after carefully reviewing the counseling phase-wise/college-wise number of available seats, the tuition fees of the respective college, and other details. If a candidate is not interested in admission to a particular institute/course, such candidates are advised not to select that particular institute/course. The University/Counseling Board will not be responsible for any error in the selection of institute/course by the candidate.
12. College details (contact details) have been uploaded on the University website via a separate link. Candidates are advised to obtain complete information from the college regarding the admission process, including fees (tuition and other fees), and other requirements before selecting a college.
13. It will be mandatory for the candidate to take admission in the seat allotted to him/her by the Counselling Board in the seat allotment process of first/second round of counselling by completing all the formalities in the concerned institute within the last date fixed for admission. Otherwise, that particular allotted seat will be considered vacant and he/she will be included again in the next counselling round. However, if any candidate does not take admission in the seat allotted to him/her by the Board in the first round of counselling within the stipulated time period, he/she will be allowed to register again to participate in the second round of counselling, but for this, it will be mandatory for him/her to get registered by depositing the prescribed registration fee amount online.
14. If a candidate is allotted a seat in the first round by the Counselling Board and completes the admission process in the respective allotted institute within the stipulated time period for admission, he/she will be required to appear again for upgradation in the second round of counselling. Registration will be permitted. Candidates will not be required to pay any additional registration fee.
15. Candidates who have completed the admission process for their allotted seat in the first round of counseling within the stipulated time and wish to change (upgrade) their allotted institution by participating in the second round of counseling as per the rules will be permitted to do so. However, the seat allocation process will be conducted only on the basis of the candidate's merit in the Uttarakhand Nursing/Paramedical Entrance Examination-2025 and the vacant seats available in the second round.
16. Once a candidate is allotted a seat in another institution by the Counseling Board by changing (upgrading) his/her previously allotted seat, his/her right to the previously allotted seat will cease with immediate effect and the vacant seat will be allotted by the Counseling Board to the next eligible interested candidate in the order of merit. Candidates are therefore advised to carefully consider the option of seat change (upgradation) before opting for it.
17. If a candidate is allotted a seat in the first round by the Counselling Board and his. If he/she fails, he/she will be allowed to register again to participate in the second round of counselling, but for this, he/she will have to re-register by depositing the prescribed registration fee through online mode. Did not take admission in the concerned allotted institute within the time period prescribed for admission
18. If a candidate has already registered himself in the first round of counselling by paying the fee as per the details mentioned in the above point and he wants to participate in the second round of counselling also, then he will not have to pay any separate registration fee for this.
19. If any candidate has not participated in the first phase counselling process and wants to participate in the second phase counselling, then he can participate in the second phase counselling by depositing the registration fee as per rules within the stipulated time period, but the seat allotment to such candidate will be on the basis of seats available in the particular second counselling phase and his merit and eligibility.
20. The allotments made by the Counselling Board through Uttarakhand Nursing / Paramedical Entrance Examination-2025 and the admissions granted by the concerned institute will be provisional at first sight and the Counselling Board / Uttarakhand Government will reserve the right to cancel them without assigning any reason.
21. At the time of admission, the original records of the candidates will be matched at the institute level, if any claim of the candidate is found to be false, the seat allotment will be automatically considered cancelled.
22. Counseling for seat allocation will be conducted primarily in two phases (first and second). If seats remain vacant, a third phase of counseling will be conducted within the prescribed timeframe, as needed, for available vacant seats in nursing and paramedical educational institutions.
23. Eligible candidates wishing to participate in each counseling round must register online and lock their new choices as per the rules. Otherwise, they will not be considered eligible to participate in the respective counseling round.
24. Admission to the allotted seat is mandatory. Candidates must present all required original documents, including their Uttarakhand Nursing/Medical Entrance Examination 2025 score card and a copy of the seat allocation letter downloaded online, in person before the Principal or designated representative of the allotted seat. The presence of the candidate's teacher and representative at the allotted seat is not a prerequisite for admission.
2nd Round : Candidates who did not register in the first round of counselling but wish to participate in the second round of seat allotment may do so by completing registration and paying the prescribed fee. However, candidates who were already registered in the first round and were not allotted any seat will not be required to pay the registration fee again for the second round. Similarly, candidates who accepted admission to a seat allotted in the first round within the stipulated time and wish to participate in the second round for seat upgradation can do so without paying any additional registration fee. Candidates who were allotted a seat in the first round but did not take admission within the specified time may also participate in the second round as per the rules without paying the registration fee again, provided they were already registered earlier.
Note: If the candidates registered in the first phase are not willing to participate in the second phase counselling process now or are satisfied with their previously admitted seat, then they are advised not to register again / do Choice Filling for the second phase counselling, so that this seat can be allotted to any other eligible interested candidate in the order of merit as per rules.

Mandatory Registration and Choice Locking:- During the counselling process, new candidates must complete online registration, pay the prescribed registration fee, fill out the application form, and perform choice filling and locking within the given timeline, while previously registered candidates, including those opting for seat upgradation, can complete re-registration, form filling, and choice filling without paying the registration fee again as per the rules. In Round II, both newly registered and re-registered candidates must complete online choice filling and locking to be considered for seat allotment.
