Directorate of Medical Education and Training, Odisha will conduct counseling for B.Sc Nursing, ANM, GNM, PB B.Sc Nursing, M.Sc Nursing

The Directorate of Medical Education and Training, Odisha plays a pivotal role in regulating and overseeing medical and allied health education across the state. As part of its commitment to ensuring quality nursing education, DMET conducts centralized counseling for admission into various GNM, ANM, B.Sc. Nursing, Post Basic B.Sc. Nursing, and M.Sc. Nursing courses offered by government and private institutions in Odisha. The counseling process is transparent, merit-based, and designed to provide equal opportunities to aspiring nursing candidates. Through this initiative, DMET aims to nurture a skilled and compassionate nursing workforce to meet the growing healthcare needs of the state and the nation.

ELIGIBILITY

GNM:

  1. Candidate must have completed 17 years of age as on dt: 31.12.2024 i.e., the candidate should have been born on or before dt.31.12.2007.
  2. The candidates must have passed 10+2 with English and must have obtained a minimum of 40% marks from CHSE Odisha or equivalent thereof, however science is preferable.
    Or
    10+2 with English and must have obtained a minimum of 40% marks from state open schools recognized by state Govt. and National Institute of Open School recognized by Central Govt.
    Or
    Registered ANM with 10+2 pass.
    Or
    10+2 with English having 40% marks in vocational ANM course from the school recognized by Indian Nursing Council.
    Or
    10+2 with English having 40% marks in Vocational stream - Health care Science from a recognized CBSE Board/ State/ Center.
  3. 5% of total mark is relaxed for SC/ ST candidates.
  4. ASHA having 10+2 pass with 40% marks (5% relaxation for SC/ST candidates) is eligible for applying to the GNM course.
  5. The candidate must have passed minimum M.E. standard Odia (applicable candidates taking admission in central counseling only).
  6. The candidates must be a Domicile of Odisha /permanent resident of Odisha / native of Odisha. (Applicable for candidates taking admission in Govt. counseling only).
  7. Both female / male candidates can apply.
  8. Shall be medically fit for the course (Medical certificate format in annexure -V).

B.Sc. Nursing:

  1. The candidates must be minimum 17 years of age as on dt: 31.12.2024 i.e., the candidate should have been born on or before dt. 31.12.2007.
  2. The candidates must have passed 10+2 or equivalent examination with science or vocational (Physics, Chemistry & Biology) from CHSE, Odisha or any other Board or Council or University equivalent thereof.
  3. The candidates passed 10+2 examination in Science (Physics, Chemistry & Biology), conducted by National Institute of Open School are also eligible to apply.
  4. The candidates must have passed in the subject of PCB & English individually and must have obtained a minimum of 45% marks taken together in PCB at the qualifying examination i.e. (10+2). In case of candidates belonging to SC/ST, the marks obtained in PCB taken together in qualifying examination shall be 40%. English is a compulsory subject in 10+2 for being eligible for admission to B.Sc. Nursing Course.
  5. The candidates must have passed minimum M.E standard Odia.
  6. The candidates must be a Domicile of Odisha / permanent resident of Odisha / native of Odisha.
  7. Both female / male candidates are eligible to apply.
  8. Candidates shall be medically fit for the course (Medical certificate format in annexure -V).

Post Basic B.Sc Nursing:

  1. The candidate must be a domicile of Odisha / permanent resident of Odisha / native of Odisha (Applicable for candidates taking admission in Govt. counseling only).
  2. The candidate must be a Registered Nurse and Registered Midwife of ONMRC or equivalent to any other state nursing council. The registration certificate must be issued from ONMRC or equivalent to any other state nursing council on or before last date of submission of application form.
  3. The minimum educational requirements shall be the passing of General Nursing & Midwifery examination conducted by ON&MEB Odisha or equivalent thereof.
  4. A candidate if has registered his/her name in other State Nursing Council, will be allowed to participate in the state selection process and after admission the selected candidate have to get registered under ONMRC and submit their reciprocal registration certificate at the respective college within three months from the last date of admission.
  5. In case the selected candidate fails to produce the reciprocal registration certificate within the stipulated period the necessary action as deemed fit will be taken by the State Nursing Selection Committee, Odisha.
  6. Candidate shall be medically fit for the course (Medical certificate format in annexure-V).
  7. The in-service candidates must have obtained a “No objection Certificate” from concerned appointing authority. If any candidate is unable to get their No Objection Certificate from the concerned appointing authority on or before last date of submission of online application form, he/she can upload the copy of the application submitted to the authority for issue of No Objection Certificate (NOC format in annexure –VIII). But if the candidate does not obtain the NOC at the time of reporting in institutions the admission shall be rejected and the seat will be treated as vacant for special round counseling.
  8. The Candidates must have passed minimum M.E standard Odia. (Only for Govt. Institutions & 85% Govt. quota seats in Private Institutions).
  9. Both Male & Female candidates are eligible to apply.

M.Sc Nursing:

  1. The candidates must be a Domicile of Odisha / permanent resident of Odisha / native of Odisha (Applicable for candidates taking admission in Govt. counseling only).
  2. The candidate must be a Registered Nurse and Registered Midwife of ONMRC or equivalent any other state nursing council.
  3. The minimum educational requirements shall be B.Sc. Nursing / Post Basic B.Sc. Nursing with minimum 55% aggregate marks from the institution recognized by the INC/ONMRC.
  4. In case of candidates belonging to SC/ST, the minimum educational requirements shall be B.Sc. Nursing / Post Basic B.Sc. Nursing with minimum 50% aggregate marks from the institution recognized by INC/ONMRC.
  5. In case a candidate has registered his/her name in other State Nursing Council, will be allowed to participate in the state selection process and after admission the selected candidates have to get registered under ONMRC and submit their reciprocal registration certificate at the respective college within three months from the last date of admission.
  6. In case the selected candidate fails to produce the reciprocal registration certificate within the stipulated period action as deemed fit will be taken by the State Nursing Selection Committee, Odisha.
  7. The candidate must have minimum one year of work experience after Basic B.Sc. Nursing or one year work experience prior or after post Basic B.Sc. nursing.
  8. One year of “Work experience” either in teaching or clinical field or together will be taken into consideration as under:
    • One year work experience will be counted w.e.f. from the date of joining after RN and RM registration from the concerned State Nursing Council to last date of submission of application form.
    • In clinical – working as a staff Nurse from any Hospital of Govt., Govt. Undertaking, Public Sector Undertaking, Govt empaneled hospitals Referral Hospital (Govt. & Private)/E.S.I Hospital approved by the state Govt/Govt. of India for treatment of their employees.
    • In teaching – working as a Tutor /CI from INC/ONMRC recognized Nursing Institutions.
    • The experience certificate submitted by the applicants will be verified by the Convener of Nodal Selection Committee at District level for confirmation/genuineness from the concerned hospital (for clinical experience) or from the concerned institution (for teaching experience).
  9. Candidate shall be medically fit for the course (Medical certificate format in annexure-V).
  10. Candidate must have passed minimum M.E standard Odia (Only for Govt. institutions and 85% Govt. quota seats in private institutions.).
  11. Both Female and Male candidates are eligible to apply.
  12. The in-service candidates must have obtained a “No objection Certificate” from concerned appointing authority. e-APPLICATION PROCEDURE

The e-counseling and admission Process involves the following steps:
1. Step 1 – Online Registration.
2. Step 2 – Filling up of online application form.
3. Step 3 – Document verification online at Nodal center.
4. Step 4 – Publication of Provisional Merit List.
5. Step 5 – Online Choice Filling and Locking.
6. Step 6 – Publication of Allotment list and deposit of part course fee.
7. Step 7 – 2ⁿᵈ round allotment and deposit of part course fee.
8. Step 8 – 3ʳᵈ round allotment and deposit of part course fee.

Step 1 – Online Registration

i. Assistance: Candidates facing issues with online registration can visit Govt. help centers like CDM&PHO offices, CHCs, or Common Service Centers (CSC) at the Panchayat level. A fee of ₹35 is charged for form filling at CSCs.

ii. Online Registration Process:

  1. Go to https://dohodisha.nic.in
  2. Click “Apply Now” and fill in all required (*) fields, then click “Register Now” to receive your Registration Number via mobile and email.
  3. Log in using the Registration Number and Password.
  4. Complete the application form and click “Save & Next”.
  5. Upload required documents and save.
  6. Review all details before payment – no changes allowed afterward.
  7. Pay the fee via Net Banking/Card/UPI. Save the receipt.
  8. Print the application form.

Note: e-Receipt confirms payment success. Save your Registration Number and Password. If forgotten, recovery is possible using OTP (see Annexure-I).

Step 2: Filling up Online Application

Fill Details: Enter personal, address, academic, and service details.

Pay Fee: After filling, pay the application fee via Net Banking/Card/UPI using your Registration Number & password.

Verify Details: Check all entered data before final submission.

No Responsibility: The committee isn’t liable for errors in your submission.

Printed Copy: Help centers will provide a signed copy of your submitted form.

Documents to Upload: Passport-size photo (recent), signature on white paper (black ink), 10th & 12th mark sheets. Nursing certificates & registration (as applicable for GNM, B.Sc., M.Sc. Nursing). Caste certificate, Odia language proof, nativity/residency certificate. Disability, Ex-servicemen, Green Card, and marriage certificates (if applicable). Medical fitness certificate from Govt. doctor.

Important Notes: One registration for multiple courses (ANM & GNM), but only one allotment. Deposit part course fee in time after allotment, or you'll be disqualified. Submitting false information or not producing documents leads to disqualification. Eligibility issues at any stage will result in cancellation without notice.

Step 3 – Online Document Verification at Nodal Center

i. Verification is incomplete if required documents are not uploaded.

ii. Documents will be verified online; no physical visit to the Nodal Center is needed. If discrepancies are found, the Nodal Center will contact the candidate. Keep your mobile phone ON during this period.

iii. Original documents (payment slip, leaving/transfer certificate, conduct certificate, marriage declaration if applicable) will be verified at the time of reporting to the institution.

Step 4 – Provisional Merit List

The Provisional Merit List will be prepared after document verification by the Nodal Centers.

Step 5 – Online Choice Filling & Locking

  1. Candidates must log in and fill their preferred institutions, checking fee structure & seat matrix beforehand.
  2. Institution details can be verified at dmetodisha.gov.in and dohodisha.nic.in.
  3. Fill choices in order of preference; list as many as possible to improve chances of seat allotment.
  4. Choices can be changed/reordered multiple times before final locking using OTP.
  5. After locking, click “print locked choice” to keep a copy for personal reference.
  6. Give maximum choices in preference order.
  7. Final locking must be done before the deadline.
  8. No seat will be allotted if choices aren’t filled and locked within the stipulated time.

Step 6 – Allotment & Fee Payment

  1. Seats are allotted based on rank, category, and reservation. Allotment info will be available at https://dohodisha.nic.in and via SMS.
  2. Candidates allotted a seat in 1st round must pay the Part Course Fee (as per Annexure-VII, excluding bank charges) through Net Banking, Card, or UPI by logging in with Registration Number & Password.
    Freeze: Select this if you’re satisfied and want to stay with the allotted seat. Download the intimation letter.
    Float: Choose this if you want to participate in future rounds.
    Pay early to avoid last-minute issues.
  3. Refund Policy: If you leave before course completion, 90% of the fee is refunded (10% is retained). No refund after final admission.
  4. Remaining course fee must be paid at the time of admission to the institution.
  5. Non-payment of part course fee means cancellation of the allotted seat, which will be considered vacant for the next round.
  6. Upgradation is option-based (Freeze = no upgradation, Float = considered for next rounds). Once selected, it cannot be changed.
  7. Vacant seats in GCH/PH/Ex-Serviceman will be filled by respective categories. SC/ST vacancies go to General category.
  8. Candidates not allotted a seat in 1st round need to wait for 2nd & 3rd rounds.
  9. Do not report to institutions after 1st round allotment.

Option for Float (Upgradation) or Freeze (No Upgradation)

  • Candidates satisfied with their seat should select Freeze (confirm the seat, no upgradation).
  • Those who want to upgrade in future rounds should choose Float (stay in the upgradation process).

Important Points: Freeze means you won’t be considered for next rounds. Float means you're open for a better allotment in 2nd & 3rd rounds. Once selected, Freeze/Float can’t be changed. Freeze is not allowed in later rounds (e.g., freezing in Round 2 means no Round 3). After paying part course fee and selecting Freeze, no further action is needed until reporting. If you pay the fee but don’t select Freeze/Float in time, you won't be considered for upgradation. Do not report to the institution at this stage.

Step – 7: 2nd Round Seat Allotment & Fee Payment

  1. 2nd Round Seat Allotment will be published on https://dohodisha.nic.in and via SMS.
  2. Candidates who chose Float in Round 1 are considered In Process and eligible for seat upgradation.
    They may get a higher choice seat or retain the same. No need to pay again.
    If satisfied with the 2nd round seat, select Freeze to stop upgradation.
    If continuing with upgradation, just follow the process—no need to report yet.
  3. Newly allotted candidates in Round 2 must follow Step-6. If not, they won’t be considered for further allotment and their seats will be treated as vacant.
  4. Candidates not allotted a seat in Round 2 don’t need to do anything. Wait for Round 3.
  5. If payment is made but Freeze/Float not selected in time, it will be treated as Float.
  6. Do not report to the institution at this stage based on this allotment.

Step – 8: 3rd Round Seat Allotment

  1. Final seat allotment will be published on https://dohodisha.nic.in and via SMS.
  2. This is the final round. Candidates in Float or Freeze category, along with some newly allotted candidates, will receive final allotment.
  3. If payment is made but Freeze/Float is not selected in time, it will be treated as Freeze.
  4. All finally allotted candidates (except new ones) must report to their allotted institution with:
    Final allotment letter
    Part course fee deposit slip
    Required documents
  5. Newly allotted candidates must follow Step-6 to pay the part course fee.
  6. After the 3rd Round, all allotted candidates must report to the institution within the scheduled dates with all necessary documents.

Step 9 – Special Round Seat Allotment & Fee Deposit

  1. Special round counseling is held to fill vacant seats in Govt. institutions only.
  2. Only eligible merit-listed candidates who submitted choices earlier can participate.
  3. Candidates already admitted as per their 1st preference aren't eligible.
  4. All vacant seats will be treated as General/UR — no reservations.
  5. “Consent for special round” must be selected on the applicant login page to participate.
  6. If not selected in time, it's considered as not interested.
  7. Choices once submitted cannot be changed.
  8. Only up-gradation (to higher preference) will be done in this round.
  9. Any new allotment will cancel the previous one, so choose carefully.
  10. If already paid part course fee, no need to pay again (unless it's your first allotment).
  11. If upgraded from a Private to Govt. institute, the private institute must refund the fee difference.
